1. The Government
of the Federal Democratic Republic of Ethiopia has received financing from the
World Bank toward the cost of the East African Regional Digital Integration
Project (EARDIP) and intends to apply part of the proceeds toward payments
under the contract for the Supply, Installation, Testing, Providing Training
and Commissioning of OSS-Based Network Performance Quality of Service
Monitoring System.
2. The Ministry of
Innovation and Technology, East African Regional Digital Integration Project
(EARDIP) now invites sealed Bids from eligible Proposers for the Supply,
Installation, Testing, Providing Training and Commissioning of OSS- Based
Network Performance Quality of Service Monitoring System.
3. Bidding will be
conducted through international competitive procurement using a Request for
Proposals (RFP) as specified in the World Bank's "Procurement
Regulations for IPF
Borrowers" 5th Edition, September 2023 ("Procurement Regulations"),
and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be
evaluated in accordance with the evaluation process set out in the bidding
documents. The following weightings shall apply for Rated Criteria (including
technical and non-price factors): 30% and for Bid cost: 70%.
5. Interested eligible
Bidders may obtain further information from Ministry of Innovation and
Technology (MInT), East African Regional Digital Integration Project (EARDIP),
Project coordinator, D/ Project coordinator and/or Procurement management
Specialist,tessedf@gmail.com, wondwosseny@gmail.com, zayedemoint@gmail.com and/or wbitew24@gmail.com
and inspect the RFP document during office hours from 8:30AM - 12:30PM and
13:30PM - 17:00PM local time from Mondays to Thursdays; and 08:30AM to 11:30AM
and 13:30PM - 17:00PM on Fridays before the deadline date and time at the
address given below.
6. The bidding
document in English language may be freely accessed by interested eligible
Proposers upon submission of a written application/request to the email addresses
indicated below (email should be sent for both addresses indicated below). Once
email request has been sent to the designated email addresses, the softcopy of
the RFP document will be sent to the requeseter. To facilitate further communication
and correspondence, the bidder should indicate the name of the company,
contact/focal person, telephone number, workable email address and relevant
information on his/her request email.
7. Bids must be
delivered to the address below on or before June 10th, 2025, at 10:00 A.M Local
Time (Addis Ababa Time). Electronic Bidding will not be permitted. Late Bids
will be rejected. The outer Bid envelopes marked "Original Bid", and
the inner envelopes marked "Technical Part" will be publicly opened
in the presence
of the Bidders'
designated representatives and anyone who chooses to attend, at
the address below
on June 10th, 2025, at 10:30 A.M local time (Addis Ababa Time). All envelopes
marked "Second Envelope: Financial Part" shall remain unopened and
will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be
accompanied by a Bid Security of ETB 2,000,000.00(Two Million Ethiopian Birr),
or USD 16,000.00(Sixteen Thousand US Dollar) or equivalent amount in a freely
convertible currency. Sureties issued from insurance companies shall not be
acceptable.
9. Attention is
drawn to the Procurement Regulations requiring the Borrower to disclose
information on the successful bidder's beneficial ownership, as part of the
Contract Award Notice, using the Beneficial Ownership Disclosure Form as included
in the bidding document.
