The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the East African Regional Digital Integration Project (EARDIP) and intends to apply part of the proceeds toward payments under the contract for the Supply, Installation, Testing, Providing Training and Commissioning of OSS-Based Network Performance Quality of Service Monitoring System.

2. The Ministry of Innovation and Technology, East African Regional Digital Integration Project (EARDIP) now invites sealed Bids from eligible Proposers for the Supply, Installation, Testing, Providing Training and Commissioning of OSS- Based Network Performance Quality of Service Monitoring System.

3. Bidding will be conducted through international competitive procurement using a Request for Proposals (RFP) as specified in the World Bank's "Procurement

Regulations for IPF Borrowers" 5th Edition, September 2023 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

1. The Ministry of Agriculture has received financing from the International Fund for Agricultural Development (IFAD) and EU the financing of which is being administered by IFAD and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Participatory Agriculture & Climate Transformation Programme.

2. The Participatory Agriculture & Climate Transformation Programme aims to contribute to poverty reduction and improved resilience of the target rural households.' The Programme Development Objective (PDO) is to 'enable 150,000 rural households (men, women, youth and persons with Disabilities (PWDs) in selected kebeles to sustainably improve incomes, food and nutrition security and build resilience to shocks. The Programme will be implemented in 9 regional states (Amhara, Oromia, Tigray, central Ethiopia, Southern Ethiopia, Afar, SWE (South West Ethiopia), Sidama, and Somali). The Programme will be implemented over a seven-year period.

3. The employer now invites sealed bids from eligible entities (bidders) who are Grade 2 and Above Contractors Lol, Lot 2 and Lot 3. And Grade 3 and above for Lot 4, for the execution and completion Small Scale Irrigation Project [Solar powered Irrigation Infrastructure of works, which are being bid as a unit price contract based on the bill of quantities.

And Financial shall enclose original, copy one & copy two of financial offers and all these envelops shall be produced in different wax sealed inner envelopes and labeled properly. Failure to do so will result in automatic rejection.

5.The client shall not bear any responsibility for miss placement of “qualification document" in the "financial offer document" envelope or vice versa, which result in rejection of the bidder

6. Interested eligible bidders may obtain standard bid document (SBD) at the union office at the address stated below from 2:30-6:00 am & 7:30-11:00 pm from Monday to Friday and at 2:30 to 5:30 am on Saturday local time.

7. Submission and Opening of the bid will be at the office of the union at the address stated below.

8. The deadline of bid submission & bid opening (both technical & financial offers) will be;

-For technical proposal the closing and opening day will be on the 22 working day at 4:00

4:30 am local time respectively from which it is posted on the newspaper. If the 22nd Will not be working day, the closing & opening day will the next working day with the same time table stated above. Late bid shall be rejected. Working days are from Monday to Saturday morning.

-Financial proposal opening date will be after evaluation of earlier submitted or opened

proposal document.

9. The winner bidder must provide performance security 10% in the form of CPO or bank guarantee or insurance guarantee.

10. Only financial offers of those bidders who score the minimum qualifying point >70% /seventy percent/ will be opened on the financial opening date. The financial opening of the bidders who have scored less than or equal the minimum passing point /i.e.< 70%/ will be returned unopened. The client shall address the financial opening date and time to the bidders.

11. In preparing the bid document bidders are expected to examine the bid data in the tender document.

12. The financial document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body the client, until financial offer(s) of qualified bidders are opened publicly.

13. The Committee assigned will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion and points assigned to the criterion in the data sheet. Each qualification document will be given the score points. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.

14. Any Contractor who has termination history with the Bureau, Zonal Offices and other regional sectors and with bad performance (proved) in their past contractual period, the Client has full right to reject those contractors during technical evaluation.

15. The Construction of the works shall be completed within a maximum of 264 calendar days from the commencement date of the works.

የጨረታ ቁጥር፡-08/2017

በማዕከላዊ ኢትዮጵያ ክልል ፋይናንስ ቢሮ የመንግስት ግዥና ንብረት ማስወገድ አገልግሎት ከዚህ በታች የተገለጹትን ተሽከርካሪዎች በግልጽ ጨረታ አወዳድሮ ለመግዛት ይፈልጋል፡፡

ስለዚህ በጨረታው ስመሳተፍ የሚፈልጉ ተጫራቾች ፡-

1. በአቅራቢዎች ዝርዝር የተመዘገቡ መሆናቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ፣

2. የተጨማሪ እሴት ታክስ ተመዝጋቢ መሆናቸውን የሚያረጋግጥ ማስረጃ ማቅረብ የሚችሉ፣

3. በዘርፉ የታደሰ የንግድ ፍቃድ ማቅረብ የሚችሉ፤

4. የግብር ከፋይነት ሰርተፊኬት /Tin Number/ ያላቸው፤

5. ግብር ለመክፈላቸው ከሚመለከተው አካል የተሰጣቸው የግብር ከፋይነት ሰርተፍኬት ማቅረብ የሚችሉ፤

6. ማንኛውም ተጫራች የንግድ ፈቃዱን በማቅረብ ለጨረታው የተዘጋጀውን ሰነድ ሆሳዕና በሚገኘው የማዕከላዊ ኢትዮጵያ ክልል ፋይናንስ ቢሮ የመንግስት ግዥና ንብረት ማስወገድ አገልግሎት የግዥና ዋጋ ጥናት ዳይሬክቶሬት በመቅረብ በተሽከርካሪ አይነት የማይመለስ 200.00 /ሁለት መቶ ብር/ በመክፈል መግዛት ይችላሉ፡፡

7. ጨረታው በጋዜጣ ታትሞ ከወጣበት ቀን ጀምሮ ባሉት ተከታታይ 30 ቀናት አየር ላይ ይውላል፡፡

8. ተጫራቾች የጨረታ መወዳደሪያ ሀሳባቸውን ጋዜጣው ታትሞ ከወጣበት ቀን ጀምሮ እስከ መጨረሻው 30ኛ ቀን ከቀኑ 6፡00 ሰዓት ድረስ በማዕከላዊ ኢትዮጵያ ክልል ፋይናንስ ቢሮ የመንግስት ግዥና ንብረት ማስወገድ አገልግሎት የግዥና ዋጋ ጥናት ዳይሬክቶሬት ለዚሁ በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው፡፡

9. ጨረታው አየር ላይ መቆያው ጊዜ ባበቃበት ቀን 6፡00 ሰዓት ታሽጎ ከቀኑ 8፡00 ሰዓት ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ይከፈታል፡፡

10. ጨረታው በጋዜጣ የሚውልበት የመጨረሻ ቀን በዓል፣ ቅዳሜ ወይም እሁድ የሚውል ከሆነ በሚቀጥለው የስራ ቀን ከላይ በተገለጸው ተመሳሳይ ሰዓት ታሽጎ ይከፈታል፡፡

11. ተጫራቾች 200,000 /ሁለት መቶ ሺህ/ ብር በሚወዳደሩበት በየተሽከርካሪ አይነት የጨረታ ማስከበሪያ ማስያዝ አለባቸው፡፡

12. ቢሮው የተሻለ መንገድ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ በህግ የተጠበቀ ነው፡፡
